Programme Delivery Board Remit:
The collective responsibilities of the Programme Delivery Board:
Support the SRO in the development and approval of a robust Programme Business Case, Own and promote the overall Programme vision, Be the main decision making Board for the NCS Programme, Provide effective challenge to the delivery against the Programme Business Case and benefit realisation plan ensuring they remain viable, Provide strategic oversight of risk and issues as reported by the Risk Review Pane, Provide challenge and scrutiny on spend against budget and financial planning assumptions, Agree asks for additional funding which would then go to Cab Sec / HSCMB for approval, Monitor progress and provide scrutiny and challenge, through regular Programme delivery confidence reporting, Approve and endorse key Programme decisions, likely to include: approving changes to scope within agreed tolerances; approving changes to timeline within agreed tolerances; Key Programme artefacts eg, Business Cases; Key Programme standards and processes eg, Planning standards, Risk management standards; NCS design and Target Operating Model approval, Approve and support the effective operation of the Programme Stakeholder Engagement Strategy and agreed Programme communication activities, Support the SRO to ensure that the Programme has the staff capability and capacity to deliver the Programme successfully, Make informed recommendations and/or escalations to Health and Social Care Management Board or other appropriate governance Board (see Annex A).

Health and Social Care Management Board Remit:
The remit of the Health & Social Care Management Board (HSCMB) is to be collectively and individually accountable for the strategy and performance of the NHS and the Health and Social Care Directorates (HSCD), ensuring that resources are best used to respond to the priorities and deliver the best services possible for the people of Scotland.
The Permanent Secretary holds the Director General/Chief Executive to account – with HSCMB being used as the vehicle by which the DG/CE discharges their functions.
It takes decisions on policy direction and financial commitments. It promotes robust assurance processes (risk management, financial and performance) for the NHS and the HSCDs.
HSCMB delegates its responsibility for some decision making, monitoring and delivery of the priorities to other internal boards and holds them to account. Accountable Officer status is granted to the Chief Executives of the NHS Boards by the Permanent Secretary, on the recommendation of the DG/CE.
There are then appropriate processes in place for HSCMB to receive reports on operational issues, which allows the monitoring of NHS Board performance, ensuring the clear line of accountability from Boards through Health and Social Care Directorates to Ministers and Parliament.
HSCMB also provides assurance to the Health and Social Care Assurance Board that there are robust processes in place for risk management, financial and performance issues for both the DG family and NHS Scotland. It determines which matters are delegated to other relevant groups in the governance chain providing a robust "three lines of defence" for our internal controls. For example: The People & Capability Group and National Performance Oversight Group.
