Information requested

1. Please provide a list of individuals who have been subject to ministerial appointments on more than one public body or agency;

2. For each individual, please provide their total remuneration agreement, i.e. how many days of work at what cost per year;

3. For each individual, please also provide the date of appointment to each position, and the end of their term.

We sought clarification on your request 30 July 2023 and you responded on 31 July 2023:

4. Please provide me with the information requested for anybody who, as of 31 July 2023, holds multiple public board appointments.

Response

In answering your question, the response is structured into three categories of appointment:

(a) regulated public appointments where the administration of the recruitment process is overseen by the Scottish Government Public Appointments Team (see the list of specified authorities in Schedule 2 of the Public Appointments and Public Bodies (Scotland) Act 2003);

(b) non-regulated appointments where the administration of the recruitment process for these is not overseen by the Public Appointments Team but by Scottish Government sponsor or policy teams;

(c) appointments made by other public authorities directly.

For category (a) appointments and in response to questions 1, 2, 3, and 4, I enclose a copy of the information you requested. This is an extract of the full list of regulated public appointments published at www.gov.scot - full list of public appointments by public body.

For category (b) appointments and in response to questions 1, 2, 3, and 4, while our aim is to provide information whenever possible, in this instance the costs of locating, retrieving and providing the information requested would exceed the upper cost limit of £600. The reason for this is that to locate and retrieve that information we would need to conduct a search of all of the records of the Scottish Government. Under Section 12 of FOISA public authorities are not required to comply with a request for information if the authority estimates that the cost of complying would exceed the upper cost limit, which is currently set at £600 by Regulations made under section 12; see the Annex to this letter.

For category (c) appointments and in response to questions 1, 2, 3, and 4, while our aim is to provide information whenever possible, in this instance the Scottish Government does not hold the information you have requested. The reasons why we do not have the information are explained in the Annex to this letter.
