Response

I attacha copy of some of the information you requested. 1. A copy of the discussion paper on Adult Social Care Reform. 1. Please find attached a copy of the requested discussion paper on Adult Social Care Reform. This is the attachment entitled ‘Adult Social Care Reform programme - joint paper SG COSLA - September 2018 - local and national partners’. 2. A list of meeting dates for both the Leadership Alliance and People-Led Policy Panel and confirmation about whether they still exist. 2. Please find attached a table of meeting dates for both the Leadership Alliance and the People-Led Policy Panel. The Leadership Alliance is no longer in place, but the People-Led Policy Panel is and still meets regularly. Please find a link to the People-Led Policy Panel here. 3. The membership of the People-Led Policy Panel, both names and organisations. 3. While our aim is to provide information whenever possible, in this instance we are unable to provide the information you have requested because an exemption under section 38(1)(b) of FOISA (personal information) has been applied to the information requested. This is because it is personal data of a third party (in this case the names of individuals; there are no organisations which are members) and disclosing it would contravene the data protection principles in Schedule 1 to the Data Protection Act 1998. This exemption is not subject to the ‘public interest test’, so we are not required to consider if the public interest in disclosing the information outweighs the public interest in applying the exemption. 4. Any policy papers which were agreed by either group. 4. Please find attached copies of policy papers for the Leadership Alliance, and one joint policy paper for both the Leadership Alliance and the People-Led Policy Panel. There are no policy papers relating solely to the People-Led Policy Panel. Regarding your request for copies of policy papers, an exemption under section 38(1)(b) of FOISA (personal information) has been applied to some of the information requested because it is personal data of a third party (such as the names and contact details of individuals) and disclosing it would contravene the data protection principles in Schedule 1 to the Data Protection Act 1998. As above, this exemption is not subject to the ‘public interest test’, so we are not required to consider if the public interest in disclosing the information outweighs the public interest in applying the exemption. The attached policy papers have been numbered to indicate which papers go together, as follows:

Paper 1.1 is an email to which the following 4 papers were attached: Paper 1.2: Reform of Adult Social Care Programme - The Journey So Far Paper 1.3: Shared Vision for Adult Social Care Paper 1.4: Programme Vision and Blueprint Paper 1.5: Leadership Alliance – Compiled Vision Actions – Output from March Meeting Paper 1.6: Introduction - Agreeing the Benefits of the Adult Social Care Reform Programme Paper 2.1: Reform of Adult Social Care - Programme Approach Paper 2.2: Ministerial Strategic Group for Health and Community Care Paper 3.1: Priorities from the People-led Policy Panel Paper 3.2: People-led Policy Panel – What Does Good Social Care Look Like?
