Information requested

In your request, you asked for: A copy of the briefing notes prepared relating to travel to London and other matters regarding arrangements and advice around EURO 2020 for (a) the First Minister and (b) any other member of the panel ahead of the Coronavirus (COVID-19) update held on (i) 22 June (ii) 18 June (iii) 15 June (iv) 8 June and (v) 4 June. You further refined this to: In line with the request for clarification in the attached note, please find some further detail with regards to my FOI request.

Regarding the ‘arrangements and advice around EURO2020’, this refers to advice from Scottish Government advisors (including internal Special Advisors, government officials and scientific advisors) where the subject of travel to London for EURO 2020 matches was considered. The ‘panel’ refers to the speakers involved in answering questions during the Scottish Government’s coronavirus media update.

Attached is a copy of the information the Scottish Government holds in relation to your requested. While our aim is to provide information wherever possible, in this instance we are unable to provide some of the information you have requested because an exemption under section 38(1)(b) (personal information) of FOISA applies to that information. An exemption under section 38(1)(b) of FOISA (personal information) applies to some of the information requested because it is personal data of a third party, i.e. names and contact details of individuals, and disclosing it would contravene the data protection principles in Article 5(1) of the General Data Protection Regulation and in section 34(1) of the Data Protection Act 2018. This exemption is not subject to the ‘public interest test’, so we are not required to consider if the public interest in disclosing the information outweighs the public interest in applying the exemption.
