In order to address part 3 of your request, I have enclosed a copy of The Scotland Act 1998 (Modification of Schedule 5) Order 2013 and a copy of the Edinburgh Agreement. The Scotland Act 1998 (Modification of Schedule 5) Order 2013 was passed by the Scottish and UK Parliaments in order to give the Scottish Parliament the powers to legislate for an independence referendum, provided that the conditions set out in the order were met. The Edinburgh Agreement details the nonstatutory agreement between the Scottish and UK Government for how the referendum should take place in order to guarantee fairness, transparency and propriety. It is worth noting that these only applied to the 2014 referendum and do not cover future referendums in Scotland.
