I am requesting the following information about receipts and expenses.
1. Please send me the expenses claimed (and the receipts) from Scottish Government chief of staff, Liz Lloyd, on 2 April, 2018.
2. Please send me the expenses claimed (and the receipts) from Scottish First Minister, Nicola Sturgeon, on 2 April, 2018.
3. Please send me the expenses claimed (and the receipts) from Scottish Government chief of staff, Liz Lloyd, on 7 June, 2018.
4. Please send me the expenses claimed (and the receipts) from Scottish First Minister, Nicola Sturgeon, on 7 June, 2018.
Response
While our aim is to provide information whenever possible, in this case we are not able to provide all of the information you requested. For questions 2, 3 and 4, the Scottish Government does not have the information you have asked for, because there were no claims made on these dates by Liz Lloyd or the First Minister.
For question 1, in we are unable to provide some of the information you have requested because exemptions under sections 38(1)(b) and 39(1) of FOISA apply to some of the information, and therefore this information has been redacted.

ANNEX REASONS FOR NOT PROVIDING INFORMATION
The Scottish Government does not have the information The Scottish Government does not have the information you have asked for because no expenses claims were made for which information is requested under questions 2,3 and 4. This is a formal notice under section 17(1) of FOISA that the Scottish Government does not have the information you have requested.
Exemptions apply
An exemption under section 38(1)(b of FOISA applies to some of the information you have requested, because it is the personal data of a third party. This exemption is not subject to the ‘public interest test’, so we are not required to consider if the public interest in disclosing the information outweighs the public interest in applying the exemption.
An exemption under section 39(1) of FOISA applies to some of the information you have requested. This is because disclosure would, or would be likely to, endanger the physical or mental health or safety of an individual.
This exemption is subject to the ‘public interest test’. Therefore, taking account of all the circumstances of this case, we have considered if the public interest in disclosing the information outweighs the public interest in applying the exemption. We have found that, on balance, the public interest lies in favour of upholding the exemption. We recognise that there is some public interest in release because there is legitimate interest in where Scottish Government employees make purchases for official business. However, this is outweighed by the public interest in Scottish Government employees being able to claim expenses for eligible purchases incurred in the course of their official duties without fear that by doing so, information about places they may visit regularly will become public knowledge.
