Information requested

1. Details of all audits which have been carried out to ensure that sub-contractors working on the Baby Box scheme are adhering to the ethical standards stipulated in the contract with the APS Group. In each case, please outline what measures were carried out to check on standards, which company was involved, and what the outcome of the audit was. This should cover the period from the award of the Baby Box contract to APS Group and today's date.

2. All correspondence between the Scottish Government and APS Group about ethical standards at sub-contractor companies involved in the Baby Box scheme in the 2017 calendar year.

3. Any direct correspondence between the Scottish Government and the following "tier one suppliers" about ethical standards in the 2017 calendar year:

Response

1. The attached table provided details of current audits as provided by the tier one suppliers in relation to ethical standards noting some audits precede the contract date as the suppliers were engaged on the Baby Box pilot.

2.While our aim is to provide information whenever possible, in this instance the costs of locating, retrieving and providing the information requested would exceed the upper cost limit of £600, as there is a significant level of correspondence that would fall within the scope of your request.

Under section 12 of FOISA public authorities are not required to comply with a request for information if the authority estimates that the cost of complying would exceed the upper cost limit, which is currently set at £600 by Regulations made under section 12.

You may, however, wish to consider reducing the scope of your request in order that the costs can be brought below £600. You may also find it helpful to look at the Scottish Information Commissioner's 'Tips for requesting information under FOI and the EIRs' on her website at:

3. As the Scottish Government's managing agent for the Baby Box initiative APS Group (Scotland) are responsible for corresponding with tier one suppliers regarding ethical standards on behalf of the Scottish Government, it would be for APS Group to correspond with the below "tier one suppliers" about ethical standards in the 2017 calendar year:
