Information how we selected the company to run the Health and Care Experience survey.

Response

The company was selected in a two stage process.

1. NHS Scotland maintain a framework agreement with a number of companies who have particular expertise in the administration of patient surveys. This framework agreement was refreshed over summer 2017, and in doing so it was openly advertised on the Public Contracts Scotland website (www.publiccontractsscotland.gov.uk). This website gives companies free access to contract opportunities with the public sector in Scotland. Six companies submitted a bid to be included on this framework, and all were accepted onto it.

2. The Scottish Government used this framework to select a company to administer the Health and Care Experience survey. An advertisement were sent to all six companies on the framework, and two submitted a bid. These bids were assessed for quality and also, separately, for cost. The conclusion of this assessment was that Quality Health Ltd provided the best value for money and so were awarded the contract.

The contract award notices for both the framework agreement and the Health and Care Experience survey contract are available on the Public Contracts Scotland website. I understand from your letter that you prefer to receive inform in hard copy rather than using the internet, so I have printed out copies of the two contract award notices for you.
