The total spend by the Scottish Government related to the Hate Crime and Public Order (Scotland) Act 2021 including any spend on the recent consultation related to this Act. (Please can this be broken up into categories of spend).
Response
Some of the information you have requested has previously been published as part of Scottish Government spent overall on the hate crime bill: FOI release - gov.scot (www.gov.scot).
Additionally, the Financial Memorandum Hate Crime and Public Order Scotland) Bill details all costs tied to the Act including implementation of the Act: Financial Memorandum.
While our aim is to provide information whenever possible, in this instance the Scottish Government does not have some of the information you have requested. For example, staffing cost figures for the implementation of the Hate Crime legislation are not available. This is because the officials leading on implementation of the Hate Crime and Public Order (Scotland) Act 2021 also have responsibility for delivering the wider Hate Crime Strategy for Scotland, and this work has been carried out concurrently. As a result, staffing costs are not recorded separately for these activities.
Regarding the recent consultation, the NET figure of the final costs associated with this is £3,434.21.
This cost breaks down as:
£2878.21 to publish the Equality Impact Assessment, the Children’s Rights and Well-being Impact Assessment, the Business and regulatory impact assessment, the Fairer Scotland Duty assessment and Consultation analysis; £387 to publish the SSI on legislation.gov.uk; and £169 for an updated note to be published following feedback from the legislation.gov.uk team
