Information requested

Copies of all correspondence between the Scottish Government and the charity WAVE Trust during the past five years, from 1 January 2021 to the present date [31 August 2026, the date of your request]. This should include, where held:

Emails and other written correspondence; Letters and formal communications; Meeting notes and records of meetings; Correspondence exchanged with WAVE Trust representatives, staff, trustees or other authorised representatives; and Any attachments or documents accompanying such correspondence.

Response

I enclose a copy of most of the information you have requested. I have also included a Schedule of Documents which lists all of the documents and a description of their contents.

As the dates of emails and documents vary throughout, for consistency I have only used the date of the initial correspondence in the file names. Where there are multiple chains related to the same exchange, I have included all of these. Where attachments have been duplicated across different email chains or to clarify which attachments belong to which email, I have included a highlighted note in square brackets with a reference to the relevant document. As your email provider may not allow you to receive emails with a significant number and size of attachments, I will contact you separately with a link to a file sharing website where you can download them individually. Some documents are too big to be uploaded to our correspondence response system (24b, 24h, 34b, 34c) and are therefore not attached to this email, so these will be included in that link.

While our aim is to provide information whenever possible, in this instance we are unable to provide some of the information you have requested because an exemption under Section 38(1)(c) (personal information) of FOISA applies to that information. This is because it is personal data of a third party and disclosing it would contravene the data protection principles in Article 5(1) of the General Data Protection Regulation and in section 34(1) of the Data Protection Act 2018.

As noted throughout the documents, we have redacted the names and contact details of junior Scottish Government officials, as well as some names, email addresses and personal phone numbers for WAVE Trust representatives which are not publicly available. We have also redacted some information which could lead to some individuals being identified, as well as some incidental personal information that is not relevant to the work of the WAVE Trust or Scottish Government.

This exemption is not subject to the 'public interest test', so we are not required to consider if the public interest in disclosing the information outweighs the public interest in applying the exemption.
