Could you supply the current progress on this, and any documents or reports written so far for this, including minutes/notes from meetings and briefings?”

In response to your question about the current progress on the Scottish Government review of its humanitarian funding,:

Following consultation with humanitarian stakeholders on the Terms of Reference for the review during late 2024, on 20 December 2024 the Scottish Government published an Invitation to Tender, through the Public Contracts Scotland (PCS) website, to appoint an independent contractor to undertake the “Review of Scottish Government’s Humanitarian Funding - our future response to global humanitarian crises.” Through this, the Scottish Government seeks to review its approach to humanitarian funding to inform future responses to humanitarian crisis.

Supplier response bids were assessed, and the contract awarded on 7 February 2025 to run until June 2025. Details of the contract, including the successful bidder, were published on the PCS website on 14 February 2025 - View Notice - Public Contracts Scotland.

The Review process currently being undertaken by the successful bidder includes: rapid review of international best practice; rapid review of Scottish Government humanitarian work to date; participatory exercises and key informant interviews with a range of humanitarian stakeholders to understand drivers/enablers for future response decisions; analysis of data; presentation of final set of recommendations; and ultimately the submission of an accessible, evidence-based report, executive summary, final theory of change and related results framework.

Under the contract, that final report is due to be submitted to the Scottish Government in June 2025 and will be made publicly available thereafter.
