Can you please send me outcome of the stringent procurement process used to procure EDF electricity and Total Energies Gas for the Scottish Public Sector and Third sector to buy?

A copy of the environmental impact assessment of that procurement?

And can you send me the carbon account for the suppliers EDF and Total Energies?

Can you please send me outcome of the stringent procurement process used to procure EDF electricity and Total Energies Gas for the Scottish Public Sector and Third sector to buy? The outcome of the procurement processes for the Supply of Natural Gas and the Supply of Electricity frameworks resulted in EDF Energy Customers Limited and TotalEnergies Gas and Power (TEGP) being awarded the frameworks, respectively. The Supply of Electricity framework (SP-21-052) was awarded in 2022 and the Supply of Natural Gas framework (SP-23-03) was awarded in 2023. Both procurements were carried out under the Public Contracts (Scotland) Regulations 2015.

A copy of the environmental impact assessment of that procurement? Neither of these procurement processes sought an environmental impact assessment. However, as part of the individual procurement strategy for both Electricity and Gas, Scottish Procurement conduct a Sustainability Test, which is similar to an Environmental Impact Assessment. The Sustainability Test assesses 3 sustainable aspects: social, economic and environmental, which Scottish Procurement considered as part of each tender exercise. This resulted in a question being set and scored as part of each invitation to tender process.

Both frameworks looked at the social aspect of the sustainability test and highlighted considerations on the delivery of community benefits. This included school Science Technology Engineering and Maths (STEM) projects, student training opportunities, support for charity and third sector organisations.Suppliers also need to report community benefits as part of the framework management information. The economic aspects considered supply chain opportunities, SME’s, training opportunities for staff and fair work practices. This resulted in a question being asked and scored, as well as the SG Fair Work First policy and the Real Living Wage being mandated.

The environmental aspect of the sustainability test considered the use of Renewable Energy Guarantees of Origin (REGO’s) and Renewable Gas Guarantees of Origin (RGGOs) both of which are certificates of green or renewable origins. Other energy efficiency aspects included Automatic Meter Readers and Power Purchase Agreements for the electricity framework. This resulted in an energy efficiency question being asked as part of each invitation to tender.

And can you send me the carbon account for the suppliers EDF and Total Energies? Neither of these procurement processes sought a carbon account, therefore, this information is not kept by the Scottish Government. We understand the latest carbon accounts and information relating to carbon accounts are publicly available or can be requested directly from EDF and Total Energies.
