“Copies of any internal papers or advice to ministers which consider how the provisions of the Climate Change Act 2019 relating to Just Transition will be taken into account in the preparation of the new Climate Change Plan” and “a list of any external bodies which [the Scottish Government] has consulted on this topic, and...any correspondence with them which is pertinent to this topic”.

The answer to your question, regarding the external bodies the Scottish Government has consulted on this topic, is the Just Transition Commission - through a meeting with its Co-chairs (the slides enclosed were presented at this meeting).

While our aim is to provide information whenever possible, in this instance we are unable to provide some of the information you have requested because an exceptions under regulation 10(4)(e) (internal communications of the EIRs applies to that information. This exception is subject to the ‘public interest test’. Therefore, taking account of all the circumstances of this case, we have considered if the public interest in disclosing the information outweighs the public interest in applying the exception. We have found that, on balance, the public interest lies in favour of upholding the exception. We recognise that there is some public interest in release because of the need for open and transparent government communication. However, this is outweighed by the public interest in retaining essential private space to discuss topics at preliminary stages of consideration.
