1. All details and/or minutes of discussions she had during the visit.
2. All details held – including in correspondence - regarding how Mrs Gougeon’s visit was arranged and who accompanied her.

I enclose a copy of most of the information you requested. Exemption under section 38(1)(b) of FOISA apply to some of the information you have requested. This means we have redacted information linked to 38(1)(b) relating to personal details of members of the public and Scottish Government officials under the grade of Senior Civil Servant.
Whilst Ministers are usually accompanied by civil servants at official events, there may be occasions where this is not required or possible. That was the case on this occasion and we therefore do not have a note of what was discussed at this particular event. This is a formal notice under section 17(1) of FOISA that the Scottish Government does not have the information you have requested.
