2. From 8 February 2024 to present, copies of all communication chains to and from the Cabinet Secretary for Health wherein the Cabinet Secretary for Health mentioned the term ‘productivity’

Response

I enclose a copy of most of the information you requested.

While our aim is to provide information whenever possible, in this instance we are unable to provide some of the information you have requested because the following FOISA exemptions apply to that information:

Section 27(2) - Ongoing research Section 29(1)(b) – Ministerial Communications Section 29(1)(d) – Operation of Ministerial Private Office Section 30(b)(ii) – Free and Frank exchange of Views Section 38(1)(b) – Personal Information

Some of the exemptions listed above, including Section 27(2), Section 29(1)(b), Section 29(1)(d) and Section 30(b)(ii), are subject to the 'public interest test'. Therefore, taking account of all the circumstances of this case, we have considered if the public interest in disclosing the information outweighs the public interest in applying the exemption. We have found that, on balance, the public interest lies in favour of upholding the exemptions.
