The answer to your question is as follows:
The total cost to produce the consultation on Bovine Tuberculosis: Proposals to amend The Tuberculosis (Scotland) Order 2007 was £1329.90.
While our aim is to provide information whenever possible, in this instance we are unable to provide some of the information you have requested because an exemption under section of FOISA applies to that information. The reasons why that exemption applies are explained in the Annex to this letter.

REASONS FOR NOT PROVIDING INFORMATION
An exemption applies An exemption under section Section 17.1 of FOISA applies to some of the information you have requested. In relation to staff time, it is not possible to put a cost on this, as Civil Servants normally work on a number of areas as part of their daily duties. This work was as part of wider policy work in relation to TB and it is not possible to quantify the time spent on this. As such, the Scottish Government does not hold this information. This exemption is not subject to the ‘public interest test’, so we are not required to consider if the public interest in disclosing the information outweighs the public interest in applying the exemption. This is because it is not possible to calculate the time which was spent on this work, and as a result it is not possible to quantify the related costs.
