I have now completed my review of our response to your original request under the Environmental Information (Scotland) Regulations 2004 (EIRs) for “the official decision document detailing what is included in the scheme. I specifically request an official document outlining the decision made by the Scottish Government or the Scottish Parliament, duly signed by the appropriate authorities.”
Please note that the scope of this review is only to look at the substance of the initial request for information and does not include the dissatisfaction you have made in your response regarding the organisations you have mentioned in your previous correspondence. As such I have asked the relevant officials to respond separately to you regarding the substance of your email.
I have concluded that the original decision should be confirmed without modifications.
I am satisfied that all of the relevant information and a full description of that information in relation to your request has been released. In coming to this decision, as part of my review deliberations I carried out additional searches of the Scottish Governments electronic records system to confirm we have released all of the information that we hold in relation to your request.
In your request you sought information relating to the sign off of the scheme. This information had previously been released through a separate EIR request regarding air to air heat pumps and is publicly available. The information provided in response to that previous EIR included the official decision made by Scottish Minsiters in relation to the launch of the revised grant scheme in 2022. I have attached this information again for ease.
