Information requested

1. All correspondence between Rangers and Humza Yousaf, or mentioning Rangers and Humza Yousaf, from between January 1 2024 and the date of this FOI.

2. All correspondence between Rangers and Humza Yousaf, or mentioning Celtic and Humza Yousaf, from between January 1 2024 and the date of this FOI.

3. All correspondence, including internally, sent and received by the Scottish Government, all minutes from meetings, all briefings written, about the plans for Not for EU labelling on products, from between December 1 2023 and the date of this FOI.

Response

For questions 1 and 2, I enclose a copy of all of the information you requested.

An exemption under section 38(1)(b) of FOISA applies to some of the information you have requested. This exemption relates to personal information of individuals deemed under the level of a senior civil servant.

For question 3, for handling purposes, we have considered your request in three parts:

1. All correspondence, including internally, sent and received by the Scottish Government about the plans for Not for EU labelling on products, from between December 1 2023 and the date of this FOI. 2. All minutes from meetings about the plans for Not for EU labelling on products, from between December 1 2023 and the date of this FOI. 3. All briefings written, about the plans for Not for EU labelling on products, from between December 1 2023 and the date of this FOI.

Unfortunately, for part (i) of your request the costs of locating, retrieving and providing the information requested would exceed the upper cost limit of £600. The reasons why this upper cost limit has been exceeded are explained in the Annex to this letter.

I enclose a copy of some of the information you requested in parts (ii) and (iii) of your request. While our aim is to provide information wherever possible, in this instance we are unable to provide some of the information requested because exemptions under sections 28(1), 29(1)(a), 30(b)(i), 30(b)(ii), 36(1) and 38 of FOISA apply to that information. The reasons why these exemptions apply are explained in the Annex to this letter.

We have been able to provide extracts from the minutes from a number of meetings where the issue of ‘Not for EU’ labelling was covered. In addition, we have released sections from a range of briefings where ‘Not for EU’ labelling was covered in some way. This includes elements of briefing provided for meetings and engagements.
