Information requested

All information held by the Scottish Government relating to Glasgow’s plan to enforce a Low Emission Zone (LEZ) for most vehicles. Including any and all internal and external communication and documents for the entire week commencing Monday 29 May. All information about the plan for minister Mairi McAllan to attend an event about the policy on the 31 May, including (but not limited to) WhatsApp messages, emails, briefing notes and email and written communication about the event.

Response

We have provided most of the information requested in PDF format. However, an exemption under section 38(1)(b) of FOISA (personal information) applies to some of the information requested because it is personal data of a third party, i.e. names, contact details, vehicle registration details etc, as disclosing it would contravene the data protection principles in Article 5(1) of the General Data Protection Regulation and in section 34(1) of the Data Protection Act 2018.

Please note that the redacted text (in black) within this correspondence indicates the removal of identifiable third-party data. This exemption is not subject to the ‘public interest test’, so we are not required to consider if the public interest in disclosing the information outweighs the public interest in applying the exemption.
