Information requested

The minutes from a meeting between Keith Brown (then Justice Secretary), the Chief Constable Iain Livingstone and Deputy Chief Constable Graham on February 9, 2023. Please provide all minutes and details of the meeting recorded by the Scottish Government. Please also provide a list of all those present at the meeting, the location of the meeting and how long the meeting lasted.

Response

I enclose a copy of some of the information you requested in Annex A. A clarification to the minutes was issued following your request, confirming that the police record an individual's gender based on how they present unless an alternative gender is disclosed.

While our aim is to provide information whenever possible, in this instance we are unable to provide some of the information you have requested because exemptions under sections s.38(1)(b) (personal information) and s.30(b)(ii)(free and frank exchange of views), of FOISA applies to that information. The reasons why these exemption apply is explained in Annex B of this letter.
