Communication and costs of work with Stripe Agency: FOI release
Information requested
1. Copies of communications between the Scottish Government and the Agency called ‘Stripe’ in the last 12 months. 2. Details of the costs to the Scottish Government relating to the work carried out by Stripe for St Andrew’s Day. 3. Any other costs to the Scottish Government relating to Stripe in the last 12 months.
Response
1. Whilst our aim is to provide information whenever possible, in this instance the level of detail you have requested regarding ‘copies of communications between the Scottish Government and the Agency called ‘Stripe’ in the last 12 months’ would breach the upper cost level of £600 given the volume of activity the request covers. Under section 12 of FOISA public authorities are not required to comply with a request for information if the authority estimates that the cost of complying would exceed the upper cost limit, which is currently set at £600 by Regulations made under section 12. This is because The Scottish Government has worked with Stripe Communications across a number of campaigns and topics over the last 12 months. Communications between the Scottish Government and Stripe has therefore taken place on a regular basis, often many times a day across multiple teams. We estimate that to pull together and review the communications you have requested would take approximately 80 hours. The Fees Regulations cap the amount which can be charged per hour per member of staff at £15, so we would calculate the cost of this at least £1,200, above the upper cost level stated above. If you do require more information we would suggest narrowing the focus of the request to bring it to a level which would not surpass the threshold. Please find below the details of the forecast costs to the Scottish Government relating to the work carried out by Stripe for St Andrew’s Day 2021. This work has still to be fully reconciled and invoiced.
