The answer to your question is that as at 12 October 2021 there were no artworks on loan to the Scottish Government from the National Galleries of Scotland. The National Galleries of Scotland collaborates with Historic Environment Scotland to support the display of National Collection artwork in Bute House. The loan for the artwork is between Historic Environment Scotland and National Galleries of Scotland. General information about Bute House is available in the Bute House guidebook: Bute House: a guide - gov.scot (www.gov.scot) If you would like to request information regarding the loan arrangements, or any special terms of the loans, you should contact Historic Environment Scotland, foi@hes.scot, or National Galleries of Scotland, enquiries@nationalgalleries.org, directly with your request.
