Response
I have concluded that the original decision should be confirmed with modifications. I consider that sections 30(b)(ii) (free and frank exchange of views for the purposes of deliberation) and 30(c) (effective conduct of public affairs) should not have been applied to some of the information, and should be released. The original response has been updated with this information and is attached at Annex A. I considered that the disclosure of some of this information would not have a substantial inhibiting effect on the exchange on views or substantial prejudice on the effective conduct of public affairs.
