In response to your request I can confirm that the Scottish Government is not taking full control and financial responsibility for Network Rail expenditure. This element remains with UK Government. I thought it would be useful to also highlight that the Cabinet Secretary for Transport, Infrastructure and Connectivity’s recent announcement confirmed that the Operator of Last Resort (OLR) will run ScotRail services after the end of the current franchise contract in March 2022 and also additional funding for further Emergency Measures Agreements for the franchises until September this year which will ensure the continued operation of rail passenger services.
