Information requested

A copy of the study conducted by the Scottish Government and/or Transport Scotland into a highspeed rail link between Edinburgh and Glasgow, with journey times of 30 minutes, referred to by Keith Brown and Peter Lloyd at the Infrastructure and Capital Investment Committee on 20 February 2013 and which was to be completed by ‘Spring next year’. The exchanges are available at: http://www.parliament.scot/parliamentarybusiness/report.aspx?r=7833&i=71372#ScotParlOR Any other briefings on the proposed Edinburgh-Glasgow high-speed rail link provided to Scottish Ministers between 12 November 2012 (the date on which it was announced by Nicola Sturgeon) and 15 January 2016 (the date on which it was reportedly shelved). If not covered by the above requests, please provide the estimated cost and completion schedule for the proposed Edinburgh-Glasgow high-speed rail link.

This report has been available for download from Transport Scotland’s website since March 2016: https://www.transport.gov.scot/projects/high-speed-rail/high-speed-rail/#42615 I have provided some further additional information for you in Annex A in relation to the above. I have also appended the briefings you requested as part of your request. I have included a table in Annex B to this letter which summarises the documents included in this reply. An exception under regulation 11(2) of the EIRs (personal information) applies to some of the information requested because it is personal data of a third party and disclosing it would contravene the data protection principles in Article 5(1) of the General Data Protection Regulation and in section 34(1) of the Data Protection Act 2018. This exception is not subject to the 'public interest test', so we are not required to consider if the public interest in disclosing the information outweighs the public interest in applying the exception.
