Staff and consultancy includes costs related to the Jacobs Arup Joint-Venture’s multi-disciplinary role as Transport Scotland’s technical advisor for the specimen design, procurement, development and project management of the project. Alongside this, the figure also includes sub-contractor costs for feasibility and concept design development, including pre-tender marine ground investigations and wind tunnel testing. An amount for Transport Scotland staff and administrative costs associated with the delivery of the project are also reflected in the figure. Statutory undertakers perform functions in relation to utilities and the vast majority of costs under this category related to utility diversion works.
