Copies of all emails to and from Michael Russell with the word “independence” in them (including in the message, an attachment and/or otherwise), from 1 October 2020 to present.

Response

The information requested is attached at Annex A of this request. While our aim is to provide information whenever possible, in this instance, exemptions under section 30(b)(i) Free and Frank Provision of Advice and section 38 (1) (b) (Personal Information) of FOISA apply to some of the information requested. The reasons why these exemptions apply are explained in Annex B of the attachment.
