Major capital or infrastructure projects progress updates: FOI release
Information requested
A list of all major capital or infrastructure projects currently underway, including:
Project name. Original budgeted cost. Current actual spend. Forecasted total cost. Any cost overruns and explanations provided. Any reports, summaries, or internal documents that provide insight into spending decisions and accountability regarding the above categories.
Response
In relation to your request, I have attached a web link to the latest published Major Capital Projects Progress Update report from February 2025 which includes the majority of the information requested excluding current actual spend. This six-monthly Scottish Government report outlines the latest progress on the delivery of infrastructure projects with a capital value of £5 million or more which are at the Outline Business Case (or equivalent) approved stage or beyond. The report includes where relevant, any notable project ‘cost’ and ‘time’ variances relating to their planned delivery and the accompanying reason for these.

In relation to spending decisions and accountability, I have attached the following web link to the Scottish Public Finance Manual (SPFM) which provide guidance on the proper handling and reporting of public funds and includes general guidance on procuring, managing and monitoring the delivery of major investment projects.

The SPFM guidance is considered mandatory by the core Scottish Government, its Executive Agencies, non-ministerial departments and sponsored bodies. Any other organisations to which the SPFM is directly applicable, should follow procedures consistent with the guidance.
Within the SPFM ‘related guidance’ section, there is also a link to the NHSScotland Scottish Capital Investment Manual to which the delivery of all projects in the Scottish Health sector must adhere.
