You asked, “Under the Freedom of Information Act (2002), I wish to acquire the following information: A breakdown of spend of the £713,000 pledged by the Scottish Government to improve flood protection”.

The answer to your question is;
Funding is provided to SEPA by the Scottish Government to support it in its role as the national flood forecasting, flood warning and strategic flood risk management authority. An additional £321,000 was included in its funding for the year 2018/19 and a further £224,000 will be included in the grant for 2019/20.
This additional funding will allow SEPA to continue to develop and improve the Flood Warning Service over the coming years.
An additional £33,000 for the ‘Scottish Flood Forum has been included in its grant offer for 2019/20. The extra funding will allow the Forum to support the Flood Resilient Properties Delivery Group and deliver the Action Plan to promote resilient repairs and take up of Property Level Protection.
£180,00 was made available to purchase Light Detection and Ranging (LiDAR) data, which surveys terrain and will provide robust data to improve assessment and management of flood risk. A contract was subsequently awarded to Fugro for the Provision of Off-The-Shelf Scottish LiDAR Data with a value of £229,554 excluding VAT.
