SNP manifesto 2021 commitment query: FOI release

You asked if the following fifteen commitments made in the 2021 SNP manifesto have been fulfilled by the Scottish Government and asked us to provide as much detail on the progress of each pledge.
Response
1. We will pilot the provision of free nutritious school breakfasts in secondary schools.
This manifesto commitment was not progressed as part of the Programme for Government.
2. Investing £1 billion over the next parliament in measures to recover from Covid, improve attainment and close the attainment gap.

9. We will review the functions and structures of Bòrd na Gàidhlig to ensure Scotland has an effective leadership body and network of organisations for the promotion of Gaelic.

10. We will trial the first outdoor primary learning facilities in Scotland.

11. We will ensure that every Local Authority area will have a Nature Network of new, locally driven projects which aim to improve ecological connectivity across Scotland.

12. We will establish a National Register of Ancient Woodlands and work with owners and agencies to maintain and protect them.
Work on this commitment is well underway, led by NatureScot, who have set up a steering group including Scottish Forestry and Forestry and Land Scotland. This register will allow Scottish agencies to use a single means of condition assessment for these woodlands rather than the multiple competing methodologies previously used. Procurement began in late 2025 for the appointment of a technical officer to undertake the work of assembling all available data. Work is expected to be completed by the Scottish Biodiversity Delivery Plan target date of mid-2027.
13. We will appoint a Wellbeing Economy Ambassador to work across countries to promote this work.

14. We will establish a public sector Sustainable Development Goals action group.
This manifesto commitment was not progressed as part of the Programme for Government.
15. We will support the establishment of a Peace Institute which builds on Scotland’s role in conflict resolution and the promotion of non-violent approaches to resolving disputes between communities and nations.
