In terms of retired police officers in receipt of SPPA pension, please provide
1. the number of cases that have been designated as complex cases that have been completed and
2. how many remain outstanding on the following dates

Response
1) By “cases” we presume the requester means retired police officers who are eligible for the 2015 McCloud Remedy and to be issued with a Remediable Service Statement (RSS) document. All such cases are complex, to varying degrees. Cases are not organised by SPPA into binary categories of “complex” and “not complex”. Of the 5,395 retired police officers in Scotland who are eligible for a retroactive “Immediate Choice” RSS, 4,610 of them had been completed as of 19 November 2025.

3) As of 19 November 2025, RSS have been issued to 156 eligible retired police officers in Scotland who have exceeded their Annual Allowance.
4) As of 19 November 2025. 120 eligible retired police officers in Scotland who have exceeded their Annual Allowance have yet to be sent their RSS. Note that other members not yet identified as such may yet exceed their Annual Allowance after making their Remedy choice. SPPA does not hold data filtered in this manner by historic dates as requested.
5) While some SPPA staff work on the 2015 McCloud programme for the vast majority of their time, no staff work on the programme for precisely 100% of their time. The most meaningful measure we can provide is the number of SPPA staff that work on the 2015 McCloud Remedy programme “at least 50% of their working time.” As of 19 November 2015, this number was 64, including 37 in the Operations department and 27 in the Business Transformation department. SPPA does not hold such figures as at each of the historic dates requested, as project/programme allocation is not recorded as part of personnel records.
