The answer to your question is, Scotland operates a registration system for retailers who sell tobacco and vape products rather than a licensing system, therefore no licenses have been issued.
Information on the number of registrations can be accessed for free on the Register of Tobacco and Nicotine Vapour Product Retailers Scotland, which also includes the ability to search by product.
