Information requested

I wish to lodge an FOI Request as it is rumoured that Clackmannanshire Council has successfully secured Scottish Government funding for the remediation of the RAAC-affected properties in Tillicoultry.

I am unable to see any evidence of this and would be obliged if you could provide me with the following information:-

The date that Scottish Government received this request from Clackmannanshire Council either by email or letter requesting this funding.

Also, if possible can you provide any further confirmation which may assist the home owners.

Response

As the information you have requested is ‘environmental information’ for the purposes of the Environmental Information (Scotland) Regulations 2004 (EIRs), we are required to deal with your request under those Regulations. We are applying the exemption at section 39(2) of the Freedom of Information (Scotland) Act 2002 (FOISA), so that we do not also have to deal with your request under FOISA.

This exemption is subject to the ‘public interest test’. Therefore, taking account of all the circumstances of this case, we have considered if the public interest in disclosing the information outweighs the public interest in applying the exemption. We have found that, on balance, the public interest lies in favour of upholding the exemption, because there is no public interest in dealing with the same request under two different regimes.

This is essentially a technical point and has no material effect on the outcome of your request.

The answer to your question is:

The date that the Scottish Government received an outline request (by letter) for the remediation of void properties in Tillicoultry was 23 January 2026. Clackmannanshire Council formally submitted their funding application to the Scottish Government on 27 March 2026. Grant funding for the Voids Remediation Works for Council owned properties in 3 blocks in Tillicoultry of £817,333 was approved on 31 March 2026. On the basis that the Council owned properties were long-term empty voids, the Scottish Government approved this grant funding to support the associated remediation work on the 3 blocks at 35-51 High Street, 6-22 Park Street and 75-97 Chappelle Crescent – all in Tillicoultry and all subject to RAAC, in order that this will ultimately bring them back into use. No other grant applications have been submitted to the Scottish Government in relation to RAAC affected properties in Tillicoultry.
