2. How many staff at the SPPA are dealing with the RSS’s.
3. You have stated that one of the reason for delays was amendments to the HM treasury directions.
What were these amendments and when did the SPPA receive the amendments.
Response
Further to my letter of 10 November 2025, I have now completed my review of our response to your request under the Freedom of Information (Scotland) Act 2002 (FOISA) for information relating to ill-health retirements and Remedy Service Statements (RSS).
I have considered your original request and our response and find that the initial reply was provided in good faith and in line with FOISA requirements. The interpretation of your request was reasonable based on the wording provided. Therefore, I am confirming the original decision with modifications.
You indicated that you were dissatisfied with the response to Question 1 and clarified that you are seeking the number of illhealth members who have retired, remain financially affected, and are still waiting for a Remedy Service Statement (RSS). My review is limited to a reconsideration of our response to Question 1.
Based on this clarification, the most accurate information available as at 1 December 2025 is set out below and should assist you:

Definitions:
*IC (Immediate Choice): Number of ill-health retired members confirmed as eligible for an RSS. This applies mainly to those who have already retired or taken benefits before 1 October 2023.
** DC (Deferred Choice): Number of ill-health member confirmed as eligible for an RSS but did not take benefits before 1 October 2023. (E.G members eligible for RSS but retired after 1 October 2023).
While we have provided the most accurate information available, the identification of Remedy-affected membership is inherently complex and dependent on multiple system and service-history factors. The figures supplied should not be regarded as definitive, as cases that currently appear eligible may subsequently be excluded following further scrutiny, while other cases may be added where, for example, members transfer in service relating to the Remedy period. Accordingly, these numbers may vary from data previously supplied or that may be supplied in future FOI responses.
Furthermore, I note your interest in the number of ill-health members who have retired and are still financially affected while waiting for an RSS. By ‘financially affected,’ I assume you mean negatively impacted. While all members waiting for an RSS are impacted financially in some way, we cannot determine the extent of that impact, whether positive or negative, until the RSS calculation is completed and the statement is produced.
