Information requested

I respectfully submit a request into the issuing of RSS to retired police officers , specifically in relation to the below points.

On 15th July 2025, I received an email from SPPA advising me that the issuing of my RSS in relation to retired police officers remedy was to be further delayed beyond 31st July 2025.

Firstly, one of the reason stated was

"Amendments to HM Treasury Directions affecting tax treatment (April 2025) These delays have meant that administrators were unable to proceed with full confidence or clarity."

Can you please provide the following information?

1) What the specific amendments to HM treasury directions were?

2) The exact date these issues were first realised?

3) Which agency identified these issues, HM treasury or SPPA?

4) The date these issues were resolved to allow the continuation of RSS delivery?

5) The date RSS delivery resumed after identification of these issues?

6) How many retired officers had previously been issued with RSS prior to this issue being identified?

7) How many retired officers who had already been issued with their RSS this issued is effecting?

8) To date, how many retired officers who had already been issued with their RSS that have been subsequently been contacted by SPPA to to resolve this issue?

9) What measures SPPA are taking to resolve this issue with retired officers who have received both their RSS and payments?

Response

1) The Amendments to The Treasury Directions were published on 30 April 2025 and are published here: The_Public_Service_Pensions__Exercise_of_Powers_Compensation_and_Information___Amendment__Directions_2025.pdf

2) The reasons stated in the letter are there to illustrate why production of RSS was not able to commence earlier than it did. The items listed in the letter are examples of documents which form a comprehensive suite of official guidance form multiple sources across Government which was delivered routinely but in certain cases later than anticipated. As such, our identification of the items or “issues” mentioned, are not associated with specific dates.

3) As stated in our response to question 2, these were documents that were expected to be delivered under the routine operation of Government.

4) As previously stated in this response there were no ‘issues’, rather SPPA were awaiting guidance.

5) RSS delivery re-commenced in March 2025.

6) SPPA sent a pilot batch of 108 RSS in November 2024.

9) There are no cases under this category.
