Information requested

For the period 8th May 2024 - date, please provide all correspondence sent by, or to, Davie Hutchison (Senior Special Adviser) which includes the phrase “zonal pricing”.

Response

Some of the information you have requested has previously been provided to you as part of our response of 31 March 2025 for your recent FOI request under reference 202500457230. Information provided for said response included copies of correspondence which were either sent by, or to, the Deputy First Minister and Cabinet Secretary for Economy and Gaelic, however, some of the documents also included Mr Hutchison as a recipient as well. Under section 25(1) of FOISA, we do not have to give you information which is already reasonably accessible to you (in this case copies of correspondence sent to Mr Hutchison which have already been provided to you in our previous response).

In this instance I have included copies of information that have subsequently been identified based on the specific criteria outlined in this request in Annex B (and have not previously already been provided to you as noted above).

On reviewing materials within the scope of your request, exemptions have been applied in line with FOISA. The exemptions applied can be found in Annex A.
