Wildlife Incident Investigation Scheme and contamination of wildlife by poisons information: EIR release
Information requested
I am interested in the contamination of wildlife by poisons and have been made aware of the Wildlife Incident Investigation Scheme. I understand that SASA is responsible for these investigations in Scotland and will have access to the final analytical (chemical) reports for each suspected poisoning incident. I am therefore submitting a request under the Environmental Information Regulation 2004 and the Freedom of Information Act for these final analytical reports (including the four figure grid reference) for the following investigations (to be sent by email):
24010 24117 24143 24064 23080 21001 19171 19148 19158 20094 20098 21235 21246 22022 22045 22127 23007 23055 23132 23152
Although I would prefer for the full WIIS reports to be supplied (with the usual redaction of personal information), it would be acceptable for SASA to provide a spreadsheet detailing the following if this would be a more efficient means of providing the requested information, this being:
- The date of the incident - The gender of the bird / animal analysed (male / female / ‘not recorded’) - The analytical results for each chemical group tested for (ie. Difenacoum being found in the liver at a level of 0.066 mg/kg) - The conclusion of the report.
Response
I enclose a copy of most of the information you requested in the redacted report form you asked for. I have also enclosed a spreadsheet which contains a summary of the data and lists the gender of the animals where available. We do not have four figure grid references for all of the incidents you requested. Location (nearest town) data is included in the reports where known.
An exception under regulation 11(2) of the EIRs (personal information) applies to some of the information requested because it is personal data of a third party and disclosing it would contravene the data protection principles in Article 5(1) of the General Data Protection Regulation and in section 34(1) of the Data Protection Act 2018. This exception is not subject to the ‘public interest test’, so we are not required to consider if the public interest in disclosing the information outweighs the public interest in applying the exception.
