Please note that the costs above do not include staff costs associated with the production and analysis of consultations. This is because the Scottish Government does keep records of time allocated to particular tasks. As such, this is a formal notice under section 17(1) of FOISA that the Scottish Government does not have all the information you have requested.
The two consultations with zero costs associated can be attributable to the fact that policy colleagues produced and analysed the consultations entirely in house, including uploading relevant documentation to Citizen Space and, as noted above, the time spent doing so would not be recorded.
