What review of the effectiveness of the organisation has taken place in that period?

The Delivering Equally Safe Fund was established in 2021 and is managed by Inspiring Scotland on behalf of Scottish Ministers. Due diligence on grant recipients, including Edinburgh Rape Crisis Centre, was undertaken by them at application stage. This included a review of submitted information in the application on:

Organisational aims and activities Governance, Leadership and management arrangements Financial and reserves position Engagement with national and local VAW partnerships Need and efficacy of proposed services Understanding of gender-based violence within the context of women’s and girl’s subordinate status in society. Contribution to DES (Equally Safe) outcomes Evaluation plans Service planning Accessibility of services Key staff, relevant skills and experience Training, accreditation and supervision of staff/ volunteers Clinical review of proposed therapeutic work (where relevant) Proposed budget Sustainability of services

To be eligible, organisations had to be an incorporated registered charity or a project within the public sector and had to submit the following documents alongside their application:

A copy of their Memorandum and Articles of Association Most recent independently examined or audited accounts Equality and Diversity Policy Child Protection/Vulnerable Adult Policy LBTI Inclusion Plan

Once funded, the ongoing monitoring carried out by Inspiring Scotland includes information from organisations including:

Quarterly finance reports on actual spend on budget. This is reviewed and approved before the next quarterly payment is released. Six monthly activity reports including: Statistics on number of people supported, Progress towards planned outcomes, Challenges and new developments. Regular progress meetings / financial monitoring visits (proportion of funded groups).

There is a robust framework for the stewardship of public funds by the Scottish Government, its public bodies and recipients of public sector grants. The Scottish Public Finance Manual (SPFM) sets out statutory, parliamentary, and administrative requirements in relation to managing public resources, emphasising the need for economy, efficiency, and effectiveness, and promoting good practice. As we have done, we will continue to ensure that the appropriate due diligence process is followed when issuing public funding to organisations, and we will do this in accordance with the requirements set out in the SPFM.
