Response

I enclose a copy of some of the information you requested.

The answer to your question is contained in Annex B.

While our aim is to provide information whenever possible, in this instance we are unable to provide some of the information you have requested because exemptions under Section 29(1)(a) (Formulation or development of government policy), Section 29(1)(b) (Ministerial communication), Section 30 (b)(i) (Free and frank provision of advice), and Section 38 (1)(b) (personal information) of FOISA apply to that information. The reasons why these exemptions apply are explained in Annex A to this letter.

In addition, some of the information you have requested, in particular in relation to the Civil Nuclear Constabulary, is available from the Scottish Parliament website: https://www.parliament.scot/-/media/files/legislation/bills/lcms/energy-bill/energy-bill-legislative-consentmemorandum.pdf

Under section 25(1) of FOISA, we do not have to give you information which is already reasonably accessible to you. If, however, you do not have internet access to obtain this information from the website listed, then please contact me again and I will send you a paper copy.
