On July 20th 2023, the Westminster and Scottish Governments jointly published a report “Analysing the options for Scotland’s block grant adjustments: an independent report”, by David Bell, David Eiser, and David Phillips. The foreword to this report indicates that both governments had provided comments on earlier drafts of the report. Accordingly, this is a Freedom of Information request for;

a) copies of all the draft versions of the report which were provided by the authors for the Scottish Government.

b) copies of any comments on these drafts made by the Scottish Government, and of any subsequent correspondence from or to the report authors.

I enclose copies of all of the information you have asked for, both the draft versions of the report provided by the authors for the Scottish Government and copies of comments made on these drafts made by the Scottish Government and subsequent correspondence from or to the report authors.
