Parking provisions at homes across Scotland.

Response

The Scottish House Condition Survey (SHCS) records the parking provision for occupied dwellings in Scotland. In 2022 the SHCS estimated that around 2,192,000 households (86% of all dwellings) had adequate parking provision for 1 car. As shown in table 1 this includes a variety of parking options such as space on the dwelling plot, an attached garage, or parking on the street. This information is also available broken down by characteristics such as tenure, or dwelling type if required.

To note the SHCS assess the existing parking provision for each dwelling not the potential provision of parking for a dwelling, and results only apply to the assumption of 1 car per household not the households specific circumstances. Where a household has 2 or more cars, the SHCS does not assess whether there is adequate parking provision for any additional cars. Additionally, the SHCS does not record if an EV charger is present or possible to install. However, latest Scottish Government figures show that since the Domestic Chargepoint Grant Scheme launched in 2013/14, the Scottish Government have provided £6,028,304 worth of grants which has supported 19,854 domestic EV installs.

Parking categories are defined as:

INTEGRAL / ATTACHED GARAGE:

The garage is attached to the dwelling, or is integral to the dwelling structure.

GARAGE ON PLOT:

The occupants have exclusive use of a free-standing garage, or outbuilding suitable for parking, located within the selected dwelling’s curtilage.

SPACE ON PLOT

The occupants have exclusive use of an open parking space, or car port, located within the selected dwelling’s curtilage.

SPACE/GARAGE ELSEWHERE

The occupants have exclusive use of a garage or open parking space, located outwith the selected dwelling’s curtilage.

ADEQUATE STREET

There is sufficient provision for 1 car per household.

INADEQUATE STREET

Inadequate parking provision will be indicated by:

double parking; parking on single or double yellow lines; cars parked too near corners (within 3 metres); cars parked very close together; central parking; parking that impedes the flow of traffic or uses adjacent footpaths or pavements due to restricted carriageways.

The occupants do not have exclusive access to any parking provision, anywhere.

This includes:

areas where residents require to purchase a parking permit; and “off street” parking areas where there is no exclusive provision.

NO PARKING PROVISION

There is no parking provision outwith the curtilage of the dwelling, on street parking provision, nor any provision within the area identified for this section.
