Information requested

Many ChargePlace Scotland chargers are free at the point of use. Could you please disclose how much electricity has been provided through these free chargers (in kWh) as well as the total taxpayer cost to subsidise this. Could this cost be broken down by year too. Could you please disclose the amount spent on installing EV chargers.

Response

At the point of writing this response, 39% of charge points registered on the ChargePlace Scotland (CPS) network have no tariff applied - this equates to 921 charge points across Scotland. Please see table below for totals of kWh drawn for charge points where no tariff is applied. This has been provided by month for 2022.

Year kWh * 2022 20901978 2021 13582352 2020 8961204 2019 8082638 2018 5224494 2017 3210470 2016 1879725 2015 816056 2014 224545

* All figures have been rounded up to the nearest kWh.

To date the total spend by Scottish Government for installing publicly available electric vehicle charge points that are registered on the CPS network is = £66,400,000.00. This is how much has been spent through grant funding and does not necessarily include the total cost of installation, the remainder of which is borne by the charge point owners (also referred to as ‘hosts’) themselves. While our aim is to provide information whenever possible, in this instance the Scottish Government does not have some of the information you have requested. We are not able to provide information on the total taxpayer cost of subsidising these tariffs. Therefore we are refusing your request under the exception at regulation 10(4)(a) of the EIRs.
