Response
HM Inspectors of Education inspect the quality of children’s learning and achievement in early learning and childcare (ELC) settings. Quality indicators (QI) for ELC inspections carried out from academic year 2018-19 to July 2023 where the inspection report has been published are detailed in Appendix 1.
Notes 1. ELC settings may be standalone settings or nursery classes within schools.
2. Quality indicators from the framework ‘How good is our early learning and childcare?’ are used in the inspection of ELC settings. The quality indicators used are:

1. Full model inspections of ELC settings evaluate and grade four QIs (QI 1.3; QI 2.3; QI 3.1; and QI 3.2).
2. Short model inspections of ELC settings evaluate and grade two QIs (QI 2.3 and QI 3.2).
3. A six point scale is used for grading quality indicators, which is set out below.
