Information requested

Provide a detailed, itemised breakdown of spending incurred by the Edinburgh Tram enquiry to date, including details of the value of each payment, the date of each payment, the recipient of the payment and a short description outlining the purpose of the payment. You requested the information be supplied as a machine readable file, such as an Excel spreadsheet or CSV file and not as a PDF.

Response

I attach a copy of some of the information you requested in the attached Excel spreadsheet. While our aim is to provide information whenever possible, in this instance we are unable to provide some of the information you have requested because an exemption under section 38(1)(b) of FOISA (Personal Information) applies to that information. Some of the information requested contains personal data of a third party and includes salary and pay information of individuals working within the inquiry, staff names and mobile numbers and disclosing this information would contravene the data protection principles in Article 5(1) of the General Data Protection Regulation and section 34(1) of the Data Protection Act 2018. A total of staff costs per year has been provided instead within the spreadsheet and any other personal data has been redacted. This exemption is not subject to the 'public interest test', so we are not required to consider if the public interest in disclosing the information outweighs the public interest in applying the exemption.
