Please provide detail on the process of filling the position of Deputy Director of Human Rights & Mainstreaming, including:
1. Whether it was publicly advertised and for how long
2. Any external communications related to the job description and potential candidates
3. Salary for this position
4. Process for assessment of candidates, and 5. Evidence of following best human resources practice when recruiting and appointing the candidate
Response
In response to your questions 1,2,4 and 5 the role was not advertised and there is therefore no recruitment literature that I can send you. This is a formal notice under section 17(1) of FOISA that the Scottish Government does not have the information you have requested at questions 1,2,4 and 5 because it does not exist.
Kavita Chetty, formerly Head of Legal & Strategy at the Scottish Human Rights Commission was appointed to the role in accordance with the Civil Service Commission Recruitment Principles.The Commission approved Ms Chetty’s appointment under Exception 1 as a temporary fixed-term appointment without fair and open competition for up to 3 years. The appointment was made without competition because of the urgent need to fill the vacancy and the critical nature of the work being undertaken to introduce a Human Rights Bill in the Scottish Parliament.
In response to your question 3, the role is Senior Civil Service Deputy Director level which has a salary range of £77,340- £83,233.
