For ‘The reason the £261,141.64 payment for ‘Damages and Succession’ was made to Improvement Service on 23 December 2021.’

Response

Payment of £261,141.94 to the Improvement Service covers the delivery and development of the national Dog Control Notice (DCN) database. The database is operated by the Improvement Service on behalf of the Scottish Government.

The database, which has been developed in response to demand and support from local authorities, was established in response to concerns raised about difficulties that occur when a person who has been issued with a DCN moves from one local authority area to another which can make enforcement problematic. The database brings together the records of dog control notices served by local authorities into a centralised database, that is accessible by local authorities and Police Scotland.

The Programme for Government in 2021 stated that a national database will be delivered by the end of 2021, for rollout to local authorities in 2022. The Scottish Dog Control Database Order 2021 came into force on 31 December 2021 and provided for the establishment of the database. The database went live in early February 2022.
