Private consultancy payments regarding national care service: FOI release
Information requested
How much money in total has the Scottish Government paid to private consultancy companies for advice and/or services related to the implementation and running of the National Care Service in total and split over years 2017/18, 2018/19, 2019/20, 2020/21 and 2021/22; Can you please identify each contract, how much was paid and which consultants/companies were paid it and the purpose of the work; and How much money has been paid to Scotland Excel in relation to advice or services related to the national care services, and what the services were.
Response
As the Scottish Government's commitment to introduce a National Care Service was included in the Programme for Government in 2021/22 there was no spend on private consultancy companies for the years 2017/18, 2018/19, 2019/20 and 2020/21. For the Financial Year 2021/22 the Scottish Government paid a total of £457,726.80 to private consultancy companies for advice and/or services. The total amount of money paid by the end of the Financial Year of 2021/22 and the purpose of each contract is as follows: KPMG were paid a total of £282,346.00 for the production of a Current Operating Model for the current social care sector, a Target Operating Model for the National Care Service and a Programme Business Case. PwC were paid a total of £107,020.80 for advice and report on programme governance arrangements and a Design Authority within the National Care Service Programme. Additionally PwC were paid £68,360.00 for undertaking analysis and the production of a report for the public consultation on A National Care Service for Scotland. The Scottish Government has had no contract with and has not paid any money to Scotland Excel in relation to the National Care Service.
