Information on the Scottish Government’s Building Racial Literacy programme as follows: 1. What is the content of the programme? 2. Who created the programme? 3. Who is evaluating the programme? 4. Is the programme to be rolled out to all schools, and if so to whom? 5. If the programme is to be rolled out to all, is it compulsory, and if so, for who? 6. How much has the programme cost so far and what is it projected to cost?

1. What is the content of the programme? Building Racial Literacy aims to empower educators to identify and implement anti-racist behaviours and processes in their everyday practice. These are the programme outcomes:
Build racial literacy. In particular, start learning about the nuances of racism and anti-racism (with the language to name it) and build the skills to continue this learning long after the programme is over; Begin developing the skills, confidence and resilience to engage in racial dialogue; and Develop a personalised action plan to lead anti-racist change.
The programme content is delivered live via online webinars and the rest of the programme content is shared on the online programme area that is restricted to registered participants. 2. Who created the programme? The prototype programme is being designed in partnership with members of the School Leadership and Professional Learning workstream of the REAREP, as well as anti-racist organisations and training providers including the Coalition for Racial Equality and Rights (CRER), the Scottish Association for Minority Ethnic Educators (SAMEE), ScotDec, the Third Generation Project, the University of West of Scotland and Education Scotland. 3. Who is evaluating the programme? The prototype programme is being developed according to the National Model for Professional Learning and the first cohort of educators experiencing the programme are supporting the coconstruction of the programme content through a wide range of evaluation and co-design strategies. As a prototype programme, Building Racial Literacy is currently being evaluated by its first cohort, as well as all the design and delivery partners. Once the first iteration of the programme is complete, further evaluation will be undertaken which includes evaluation of medium and longer-term impact. 4. Is the programme to be rolled out to all schools, and if so to whom? The first cohort of the programme is made up of 89 educators from across Scotland. There are no plans currently to roll the programme to all schools. 5. If the programme is to be rolled out to all, is it compulsory, and if so, for who? There are no plans currently to roll the programme out to all schools. The programme is not compulsory. 6. How much has the programme cost so far and what is it projected to cost? Building Racial Literacy has been funded by the Scottish Government as part of the wider programme of work on Race Equality and Anti-Racism in Education. The total cost for the Building Racial Literacy programme is £57,144 in 2021-22 and it is projected to cost the same in 2022-23. About FOI
