some background on the loan made by Scottish Ministers in favour of Leslie House Development Company, such as the amount, the basis on which it was made and the terms relating to it.

The answer to your question is that the loan was an agreement between Scottish Ministers and Byzantian Property Limited with the amount awarded being £701,362 at a fixed interest rate of 2% per anum, repayable in 12 instalments and offset for 6 months.
